The Senate passed H.R. 4328, authorizing appropriations for FY91 and FY92 for customs and trade agencies after rejecting the Wilson and Gorton amendments. The Wilson amendment would have delayed the effective date if the president could not certify that consumers would not be unduly affected. The Gorton amendment would have exempted some agricultural products. The Senate resumed consideration of S. 2104, strengthening civil rights provisions against employment discrimination. The Senate agreed to the Kennedy amendment to S. 2104 which prohibited the denial of due process to any person. Three fifths of the Senate voted to close further debate on the Kennedy/Jeffords substitute to S. 2104. close
