President Clinton joined House and Senate Democrats to address an audience of senior citizens and minorities about Republican-proposed legislation that utilized the budget surplus to provide a $790 billion tax cut. They argued that the surplus should be used to pay off the national debt and claimed they too wanted a tax cut, but planned to shore up Social Security and Medicare first.
