President Clinton spoke to reporters about the drought gripping large parts of Maryland, New Jersey, and Rhode Island. He promised federal aid and assistance, claiming that “we must do more” to help farmers and state and local governments. He then talked about the Republican tax cut plan, claiming that it would “plainly damage” America’s economic future, and make it “impossible to secure and modernize Medicare.” He vowed to veto the measure. close
