In his testimony Defense Secretary Cheney expressed doubt that economic sanctions would drive Iraq from Kuwait. He told the committee that delaying military action now would allow Iraq to strengthen its defenses and would further damage the international economy. General Powell described war plans for the Persian Gulf which he believes would ensure a quick victory. Objections were raised by some Democratic senators to implications that an attack could be authorized by President Bush without approval of Congress. close
