A former savings and loan regulator, Mr. Wall testified that he did not think it improper that Senator Alan Cranston had questioned him many times about the Lincoln Savings and Loan although it was unusual. Lincoln has since failed and its owner, Charles Keating, is under indictment for alleged banking irregularities.
