Mr. Grogan was Charles Keating’s “middleman” in giving money to the campaigns of the senators under investigation, and he also participated in enlisting the help of the senators in averting federal regulators in the investigation of Lincoln Savings and Loan, the banking institution headed by Mr. Keating. close
