The previous week, the Department of Education announced that federally funded college scholarships based only on race are discriminatory. Assistant Secretary of Education Michael Williams made the ruling based on the 1964 Civil Rights Act saying that the law prohibited reserving scholarships for members of minority groups. Mr. Williams clarified the ruling and then announced a six-point policy regarding race-exclusive scholarships. close
