The committee examined the administration’s policy towards minority scholarships. The previous week Michael Williams, director of the Office of Civil Rights at the Department of Education, had announced that the 1964 Civil Rights Act prohibited reserving scholarships for members of minority groups. On Tuesday, the Department of Education backed away from a total ban on restricted scholarships by having a transition period for implementing the new policy. Mr. Williams had been asked to clarify the administration’s policy, but did not appear before the committee. There was no representative from the Department of Education at the hearings. close
