Mr. Scully and Mr. Blakey discussed the Bush administration’s policy statement on setting aside scholarship money to be awarded solely on the basis of race. Mr. Scully and the Washington Legal Foundation filed the original complaint on the practice of awarding scholarships on the basis of race. Although they disagreed on the merits of affirmative action policies, they agreed that Mr. William’s announcement and the department’s procedure on the matter was ineffectual and confusing. close
