Mr. Greenspan testified about his nomination for a fourth term as chairman of the Federal Reserve. He said that growing surpluses should be used to pay off the national debt and that he was worried about an increasing trend of borrowing to buy stocks. He hinted that the Federal Reserve might act to curb the latter trend. close
