Mr. Holder spoke to reporters about a possible civil rights suit against New York City police officers for shooting Amadou Diallo, who was unarmed at the time of the shooting. A jury in New York had acquitted the officers of murder. Mr. Holder said that the Justice Department would continue to investigate whether Mr. Diallo’s civil rights were violated, noting that the threshold for prosecution of such a case was very high. After his comments he answered questions from reporters. close
