Members of Congress spoke to reporters after learning of the failure of the peace talks in Geneva, Switzerland. Mr. Adams and Mr. Harkin stressed the necessity for Congressional approval of the declaration of war and Mr. Harkin favored the continuation of sanctions against Iraq. Mr. Mitchell declined to hypothesize the outcome of any debate in Congress, but said his opinion is that the use of force to remove Iraq from Kuwait would be justified as a last resort. Mr. Dole said that he thought the debate in Congress would fall along partisan lines, the Republicans being determined to remove Saddam Hussein from Kuwait and the Democrats being determined to remove President Bush from the White House. close
