Mr. Foley, speaking to reporters before opening the day’s session of the House of Representatives, announced the resolutions to be debated in the upcoming session and predicted a protracted debate. Mr. Hoyer stated the position of the Democratic caucus, that the President must have congressional authority to use military force.
