President Clinton signed and commented on the Africa Trade Bill. This legislation

encourages trade and investment in sub-Saharan Africa and the Caribbean basin. He

described the benefits that free trade has already brought to the world, and how the

future looks even brighter. Other speakers commended all of those involved in the process,

and called for more U.S. help on such problems as AIDS. close
