Government officials, consumer advocates, and banking officials testified about proposed regulatory and legislative changes to the Home Ownership and Equity Protection Act enacted in 1994 that would help eliminate predatory lending and banking practices. At issue were charges that consumer finance companies had taken advantage of people with low incomes, minorities and the elderly who could not get conventional loans. close
