In the first address by an American president to the Russian Duma, President Clinton encouraged Russia to continue to build democratic institutions, engage other nations both diplomatically and economically, and pledged to cooperate with Russian efforts to build a stronger economy. He also said that the U.S. had no hostility toward Russia and that U.S. desires to build an anti-missile defense was not a threatening move. close
