Senator Kerry voiced his opinions on the normalization of trade relations with China. He
analyzed the odd history of diplomatic relations between the two nations and agreed with
President Clinton’s emphasis on passing this legislation. Kerry supported PNTR, but he
also considered himself slightly pessimistic as to how well the relationship between China and the U.S. will develop.
He cautioned that a 1950's style “containment” doctrine would have disastrous results. close
