Mr. Buchanan, White House aide to both Presidents Nixon and Reagan, spoke to over 500 New Hampshire Republican committee members on U. S. Persian Gulf policy and post-war foreign policy. He delivered these remarks shortly before allied troops began military attacks against Iraq. Mr. Buchanan is a syndicated newspaper columnist and often appears on CNN’s television program “Crossfire,” taking the conservative position on issues in the news. Some in the media have speculated that Mr. Buchanan may become a long-shot candidate for the 1992 Republican nomination for president, challenging President Bush for having reneged on his “no new taxes” pledge. Mr. Buchanan supported U.S. and allied military intervention to remove Iraqi forces from Kuwait. He separated himself, however, from President Bush’s expressed desire to create a “new world order,” saying that the oil producers in the Middle East are the true beneficiaries of such a new world plan. He called for a new U.S. foreign policy that looks out for America first “and second and third as well.” close
