Mr. Reischauer testified before the House Budget committee on the fiscal year 1992 U.S. Government Budget. In their report on the 1992 budget, the Congressional Budget Office admitted the U.S. is in a recession, and predicted the recession would be a fairly short and shallow one. Mr. Reischauer explained the reasoning the Congressional Budget Office used to reach their conclusions, including the predicted financial effects of the Persian Gulf war on the recession. close
