The purpose of the forum is to make comparisions between the British and United States administrative law systems, and apply lessons learned from this analysis to the emerging democracies of Eastern Europe. Mr. Breger introduced the session by saying, “Democratic freedom can only be assured by a system governed by the rule of law.” Administrative law determines on a day-to-day basis whether the goals of democratic freedom will be followed through by the government branches and agencies. close
