President George H. W. Bush, spoke to reporters in the White House press briefing room, he announced plans for a free trade agreement between the U.S., Canada, and Mexico. This agreement, Mr. Bush said, would create a North American free trade zone that would open new market opportunities for all three countries. Mr. Bush said he was pleased with the reception of the fiscal year 1992 federal budget proposals, particularly with the governor’s reception of initiatives designed to return control of some programs to the states. In response to a question of the cost of the war and the budget, Mr. Bush said the budget, along with financial commitments from other countries, will cover the cost of the war. close
