Witnesses testified before the House Transportation Subcommittee about the state of the current air traffic control system and about a proposed plan by the Defense Department and Federal Aviation Administration to modernize the system. The new system, called Standard Terminal Automation Replacement System (STARS), is two years past the due date for operational readiness and over budget. Other modernization projects and capacity issues were also discussed. close
