Secretary Paige and others talked about the recent report on fourth grade reading levels. He talked about the widening achievement gap between the high and lower skill readers in the fourth grade. He also stressed that the Bush Administration will increase funding for reading programs to ensure that students can read by the third grade. Following their prepared remarks participants answered questions from the audience. close
