The panelists discussed the impact of the Persian Gulf war on the presidential primary season, which normally would be in full swing at this point. Mr. Talbott said that war has “extinguished presidential politics.” The campaign will be a relatively short one now, and the outcome of the war has yet to determine the campaign issues. Mr. Cook said that the value of a Democratic party nomination for the presidency is still unsure because of the war and the uncertain economic forecast. The current political climate in Iowa, California, and New Hampshire was discussed as it relates to the presidential primaries. close
