Governor Campbell discussed the effects of the Persian Gulf War on

congressional politics, having served in the Congress for eight years

before being elected governor. He is only the second Republican

governor in South Carolina in more than a century. Governor Campbell

compared his various political positions to the differences between

legislating and governing, for instance, the ability to set the agenda. "As a

legislator, and I was a state legislator also, you are one of a

body. The governor has to deal with everything. The governor is a

single person that can be held accountable, that can’t hide in a

group." He also related personal career experiences such as dealing

with the aftermath of Hurricane Hugo and how he decided to go into
