Prior to signing the No Child Left Behind Act, President Bush spoke to supporters gathered at Hamilton High School about the reforms contained in the legislation and the bipartisan cooperation that allowed it to be passed. Students, teachers, members of Congress and other dignitaries stood behind the president as he signed the Act.
