Brig. Gen. Neal spoke to reporters in Riyadh on the third day following the cease-fire in the Persian Gulf war. Brig. Gen. Neal announced that the meeting between coalition and Iraqi military commanders to work out the details of the cease-fire had been delayed 24 hours at the request of the Iraqis. No formal cease-fire would exist until the Iraqi officials agreed to comply with all United Nations resolutions concerning Kuwait. The U.S. continued to fly defensive reconnaissance missions over Kuwait and Iraq, and limited engagements with small numbers of Iraqi troops continued. These engagements, Gen. Neal said, were probably due to the Iraqi troops' lack of communication with the government and military leaders in Baghdad. On the morning of the briefing, an Iraqi division opened fire on a U.S. division, who responded and took several hundred Iraqi E.P.W.'s. Gen. Neal repeated his contention from the previous day’s briefing that Iraq and Kuwait continued to be dangerous for U.S. troops. close
