The committee heard testimony on the fiscal year 1992 budget requests

of the U.S. Supreme Court, the U.S. federal courts, and the Federal Trade

Commission.

Justices Scalia and O’Connor spoke on the Supreme Court’s budget

request which totalled over $25 million. Justice O’Connor said the

proposed two percent increase in the budget of the Supreme Court was

made up of uncontrollable “base” adjustments, not new programs.

Judge Arnold spoke on the budget request of the federal judiciary,

whose budget request for 1992 was over $2.5 billion dollars, an

increase of 30 percent over 1991. He accounted for the huge increase

by stating that the case load of the courts were increasing, certain

legislation passed by Congress affected the budgetary needs of the

courts, and the courts were feeling pressure from rising costs of

operation. None of these sources of budgetary factors were in the

control of the judiciary, Judge Arnold reported.

Chairman Steiger accounted for the 11 percent increase in the budget

request for the Federal Trade Commission, amounting to a total of

$82.3 million, with inflationary costs, the increasing number of

anti-trust suits being pursued by the Federal Trade Commission, and

the inadequate 1991 FTC budget. close
