The Institute for Policy Studies hosted a panel about the scope of military training and aid programs provided to foreign governments. Among the topics addressed were the increase in such programs as a result of September 11, 2001 terrorist attacks in the U.S., assistance to countries with poor human rights records, and promoting educational training and laws to mitigate the problems of human rights violations. Independent military consultant Lara Lumpe moderated the panel of experts. close
