The committee heard testimony from U.S. Trade Representative Carla Hills on U.S. trade agreements. On May 31, 1991, the authorization for “fast-tracking” through Congress of legislation concerning U.S. trade agreements would end if a disapproval resolution, already introduced to the House, was passed by Congress. “Fast-track” authority is being sought by the Bush Administration in order to continue the Uruguay round of trade negotiations, which is seeking a North American free trade agreement with Mexico and Canada. Trade Rep. Hills advocated the “fast-track” legislative authority as being essential to the U.S.' ability to negotiate in trade negotiations with other countries. close
