The House approved the Journal of Tuesday, March 12, 1991. The House passed H.Res. 111, the Rule to consider H.R. 1175. The House passed H.R. 1175, to authorize supplemental appropriations for the fiscal year 1991 in connection with operations in and around the Persian Gulf presently known as Operation Desert Shield/Storm. The Cox(R-CA) motion to recommit the bill to the Committee on Armed Services with instructions expressing the sense of Congress concerning the ballistic missile defenses of the United States was rejected. The Bonior (D-MI) amendment that expresses the sense of Congress that the United States Army Corps of Engineers recommends American contractors to the Kuwaiti government for reconstruction contracts was agreed to, as was the Traficant (D-OH) amendment that expresses the sense of Congress that American citizens be employed by any United States firm that receives contracts under the bill. close
