Author James Locher talked about his book, Victory on the Potomac: The Goldwater-Nichols Act Unifies the Pentagon, published by Texas A and M University Press. The book explains the creation of the Goldwater-Nichols Act at the National Archives in Washington, DC. The Goldwater-Nichols Defense Reorganization Act of 1986 restructured the relationship between the president, the secretary of defense, and the four branches of the armed services, and elevated the chairman of the Joint Chiefs of Staff to the position of presidential advisor. Mr. Locher described the relationship between the services and the executive branch prior to the passage of the act and outlined how that relationship has changed since. close
