The Center for Strategic and International Studies held an event where state and local officials talked about federal policy in emergency management and effective responses to terrorist threats or attacks. Among the topics they addressed were the potential role of a Department of Homeland Security, relations between federal, state and local agencies, funding issues, and the need for greater regional cooperation and information sharing.
