At a formal signing ceremony in the East Room, President Bush talked about the Act granting him Trade Promotion authority. The law, which had lapsed for eight years, allowed the president to negotiate trade agreements and present them to Congress for a yes or no vote without the possibility of amendment. Following his remarks he signed the law. close
