The CATO Institute sponsored a debate on Pres. Bush’s recent economic agenda proposal to reduce the capital gains tax in order to stimulate economic growth, investment, and jobs. The tax rate reduction has been blocked in Congress by opponents who say that it will only benefit the wealthy and increase the deficit. Mr. Minarik and Mr. Entin debated the merits of each position. close
