Former U.S. President Ronald Reagan spoke at a convocation at George Washington University, held in honor of the George Washington University hospital staff who cared for President Reagan during his stay after the assassination attempt by John Hinckley, Jr. ten years earlier. President Reagan took the occasion to show support for a handgun control bill currently in consideration by the House of Representatives. The bill is popularly known as the Brady bill for James Brady, Reagan’s press secretary, who was wounded during the assassination attempt and who became the main lobbyist in support of the bill in Washington. The bill would mandate a seven day waiting period for the purchase of a handgun, during which time the gun dealer would have to supply local police with the name of the buyer, who might then be investigated for possible records of criminal activity or mental illness. The police could block the sale of the handgun during the seven day waiting period. Only handguns are involved in the scope of the bill. President Reagan said a seven day waiting period was “just plain common sense,” and effectively reversed his position against gun control that he had held during his presidency. At his statement, “I support the Brady bill and I urge the Congress to enact it,” the audience stood and cheered the former President. close
