President Bush signed legislation authorizing intelligence activities in the 2003 federal budget. The bill also created the new independent commission to investigate the September 11, 2001 attacks. The president announced former Secretary of State Henry Kissinger as chairman of the new independent commission. The bipartisan group of congressmen who created the commission legislation gathered around the president as he signed the bill: Senator Lieberman and Reps. Roemer, Goss, Shays, and C. Smith. Many family members of September 11 victims were present. close
