The committee heard testimony on U.S. trade with Iraq before the Persian Gulf war. The subcommittee chairman, Rep. Sam Gejdenson, stated that between 1985 and 1990 the U.S. approved licenses for the exporting by U.S. companies to Iraq of over $1.5 billion in materials that could be used in the manufacture of armaments for Iraq. The committee sought to determine if the U.S. export control system functioned properly during the late 1980's. Mr. Kloske testified on the export policies of the Department of Commerce, which instituted a number of safeguards after the Persian Gulf war to prevent the spread of biological, chemical and nuclear weapons. Mr. Rudman testified on the role of the Department of Defense in regulating the spread of conventional and unconventional weapons. close
