The committee heard testimony on the 1965 Older Americans Act, which is scheduled to be considered for reauthorization this year. The Older Americans Act covered a range of social programs for senior Americans, including health programs, transportation, nutrition programs, and legal assistance. Witnesses stressed the importance of the reauthorization of the Older Americans Act, which helps to maintain the independence of senior citizens. Dr. Flemming suggested that the U.S. commissioner on aging should be promoted to assistant secretary status, overseeing the administration of programs for older Americans. He also advocated legislation that would provide penalties for states which fail to enact programs stated in the Older Americans Act. Other witnesses questioned the effectiveness of the legislation to care for aged persons in need, and questioned the assembling of several different social programs into one act, when concerns may be addressed in a more efficient fashion in other social programs. close
