The subcommittee heard testimony on the political and economic status of El Salvador in Central America and its relation to U.S. interests. The subcommittee has been holding a series of hearings on countries in the Americas to provide information for assessing the Bush administration’s foreign assistance budget proposals. Rep. Moakley, head of a congressional task force to investigate the killings of members of religious groups in El Salvador, testified to the necessity for the dearming and prosecution of the F.M.L.N., the opposition group to the El Salvadoran government. He said the military in El Salvador were involved in covering up the investigation of the murder of Jesuit priests and nuns in 1989. Ms. Argueda promoted the National Republican Party of El Salvador as being a means to bring about a stronger democracy in El Salvador. She also called for the U.S. Congress to continue military and economic aid to the government of El Salvador to combat the F.M.L.N.'s attacks against civilians and politicians. Mr. Silva said the elections held in El Salvador in March, 1991, which resulted in a victory for the National Republican Party, was conducted in an environment of violence and intimidation. He scorned the El Salvadoran government for failing to conduct serious dialogue with opposing parties. Mr. White, former U.S. ambassador to El Salvador, discussed the U.S.' foreign policy concerning El Salvador, the goal of which is to produce a negotiated peace. He criticized the U.S. for building up the El Salvadoran military, which is in opposition to the formation of true democracy in El Salvador. close
