Members of the House of Representatives debated the Bush administration’s budget proposal for fiscal year 1992, H. Con. Res. 121. The $1.46 trillion budget proposal included “pay as you go” rules for new programs and increased spending on health and education. The president’s bill set domestic spending levels equal to fiscal year 1991, and set spending caps on international programs and defense spending as called for by the budget negotiations conducted by the House in late 1990. The president’s budget was defeated, 335-89, and the House then approved, in a vote of 261-163, its own version of the administration’s budget proposal which raised spending on education, veterans' benefits, and health care. The House budget resolution also contained no tax cuts, no tax increases and no change in Medicare, Medicaid, welfare or student loan programs. close
