The committee heard testimony from Assistant Secretary of State for East Asian and Pacific Affairs Richard Solomon on the increase of relations between the U.S. and Vietnam. The previous week, the U.S. announced plans to open an office in Vietnam to investigate reports on soldiers in the Vietnam war listed as missing in action. On April 25, Asst. Sec. Solomon announced the U.S. would give Vietnam $1 million for aid through the Agency for International Development, which will invest the money in a program to give artificial limbs to Vietnamese injured during the Vietnam war, including members of the North Vietnamese army. Sec. Solomon said the office opened by the U.S. in Vietnam was not a step toward better relations. Diplomatic relations with Vietnam would not be fully reestablished until Vietnam accounted for all missing U.S. soldiers and settled the civil war in Cambodia. Senator Smith charged the U.S. intelligence agencies were not pursuing sightings of American P.O.W.'s in Southeast Asia. 2,276 U.S. servicemen are still reported missing or unaccounted for from the Vietnam war. close
