Sen. Wirth began the session by giving the audience an up-to-the-minute account of the debate on the Senate floor over the federal budget. He said some type of resolution was expected late that afternoon. Sen. Lott gave anecdotal experiences about his service in both the House and Senate. He also talked about why he opposed the budget agreement in 1990. He said, “I thought it was a fraud.” Mr. Phillips, author of The Politics of Rich and Poor, gave a nonmechanical description of the budget process and how it affects and is affected by social and political policy. close
