James Risen, the co-author of The Main Enemy: The CIA’s Final Showdown with the KGB, talked about U.S. intelligence agencies and their capabilities. He discussed the changes in intelligence abilities since the end of the cold war. According to Mr. Risen, the intelligence agencies had to shift from the single, well-defined target of the Soviet Union to much more diffuse and decentralized terrorist targets.
