Council of Foreign Relations Senior Fellow Julia Sweig talked about U.S. policy toward Cuba. The previous day, President George W. Bush announced the formation of a panel to plan a smooth transition to democracy for a post-Castro Cuba. The panel would be chaired by Secretary of State Colin Powell and Secretary of Housing and Urban Development Mel Martinez. Ms. Sweig accused the Bush administration of playing politics in order to appease Cuban-American voters in Florida. She argued that the U.S. policy of isolating Cuba had failed, and supported opening trade relations with Cuba. Ms. Sweig responded to audience telephone calls, faxes, and electronic mail. close
