Representative Staggers answered reporters' questions after the House of Representatives approved H.R. 7, the Brady handgun control bill. The Brady bill provides for a seven day waiting period for the purchase of handguns, during which time the police may check whether the purchase conforms of state and federal laws. Rep. Staggers had introduced an amendment to the bill which provided for an instant background check on handgun purchasers via a nationwide computer network. The Staggers amendment was defeated shortly before the passage of H.R. 7. Rep. Staggers said he felt his amendment was still viable, and had a better chance for passage in the Senate than in the House. He also said the image of his amendment, which was supported by the National Rifle Association and was depicted as being written only in opposition to the Brady bill, hurt its chances for passage in the House. close
