Senator Wofford of Pennsylvania took the oath of office in the place of deceased Senator John Heinz. The Senate passed the Consumer Protection Against Price-Fixing Act and Dire Emergency Supplemental Appropriations Act of 1991. The Senate also passed H.R. 2122, authorizing emergency assistance to Iraqi refugees and other victims of the Persian Gulf War. The Senate rejected S.J. Res. 137, suspending certain provisions of the Balanced Budget and Emergency Deficit Control Act of 1985. A unanimous-consent agreement was made concerning S. 100, providing economic aid to rebuild Central America. The Senate also confirmed several nominations to various organizational and judicial positions. close
