Mr. Caroline talked about grassroots lobbying, focusing on how the National Rifle Association recruits, mobilizes, trains, educates, and empowers members for involvement in legislative and political activism. He divided grassroots activities into legislative and political categories, defining legislative lobbying as actions designed to influence legislation and political lobbying as actions designed to influence elections.
