The Heritage Foundation sponsored a forum on the proposed North American Free Trade Agreement, which would create a North American free trade zone. Earlier in the day, the Senate Finance committee voted 15 to 3 in favor of free trade negotiations with Mexico, and later the House Ways and Means committee voted 27 to 9 to endorse such negotiations. The Bush administration has been lobbying strongly for an extension of fast-track trade legislation authority, which would allow the president to submit trade legislation to Congress that must be voted upon within a certain period of time without congressional amendments. Opponents of fast-track authority claim U.S. industry will escape federal regulation by moving industrial facilities to Mexico, where they will not have to abide by environmental, fair wage and worker environment regulations. The votes indicate free trade legislation with Mexico is likely to pass both houses of Congress, where they are due for passage next week. close
