The Senate passed S. Res. 117, to urge the administration to complete its review of the Soviet request for 1.5 billion dollars in agricultural credit. The Senate agreed to S.Res. 127, to authorize the release of documents by the Select Committee on Intelligence. The Senate began consideration of S.3, to amend the Federal Election Campaign Act of 1971 to provide for a voluntary system of spending limits for Senate election campaigns. The Senate insisted on amendments to H.R. 2251, to make appropriations from foreign contributions to victims of the Persian Gulf war. close
